That depends on how much you're making. 1.8ml of your nic base in a 3ml bottle? You're not going to have a very good time. 1.8ml of your nic base in 100ml of juice? Still not having a very good time. 1.8ml of base in a 10ml batch is 18mg/ml.

Yes, however keep in mind your flavoring percentages and other additives, you'll likely want to reserve about 15-20% for "stuff"
so, divide your nicotine desired level by 1-stuff%, in this case we'll say 20% of "stuff", so divide 18mg by 0.8 (1-.2=.8)
you get 22.5mg. You'll want to create liquid that's got a natural base of 22.5mg per ml, and add 80% of that to 20% of flavorings and other stuff to get a end result netting you 18mg/ml, or 1.8% nicotine.
I used to have an app on my iphone that calculated all of the ingredients. But then i got a graduated flask and a pipette . But the most important thing is to get a large set of chemistry equipment.and build a shelf to house it. A big shelf. One that makes it impossible for your wife to park in the garage.
I know this is a little old, but, I just wanted to point out with a 100mg/ml nicotine base you should be using a P90 or better respirator (3M P100 Particulate Respirator Mask is about $11 from amazon) and chem-resistant gloves. Direct inhalation of the fumes or a few drops of that on your skin can make for a very bad day.
