What loophole is this, exactly? Most of the anti-vaping bills these days don't really make a distinction between tobacco-based or other nicotine.
Not 100% sure on this but
Synthetic nicotine isn’t derived from any tobacco therefore it in theory can’t be taxed or regulated like tobacco.
The other ingredients in ejuice are VG, PG, and food grade flavoring which all have uses in food service or beauty. So they can’t be banned

That's what things like the FDA's deeming rulings are for. They "deem" things that aren't actually tobacco products to be tobacco, even when they're not. That's why you'll find tobacco warnings on 0-nic e-liquid, for example.
If there is a loophole here somewhere, I'd be willing to bet it won't remain one for long.
Synthetic nicotine is not considered a tobacco product (yet)
The problem is a lot of products being labeled as synthetic nicotine such as the “ignite” bars that used to say TFN on them did not actually contain TFN.
But as of right now you make whatever you want with synthetic nic.
The FDA's definition of nicotine, for the purposes of their ability to regulate it, does not include any requirement that it be derived from tobacco:
387(12) Nicotine
The term “nicotine” means the chemical substance named 3-(1-Methyl-2-pyrrolidinyl) pyridine or C[10]H[14]N[2], including any salt or complex of nicotine.
By my reading of the FDA's reading of Part 1100, which defines their authority over tobacco products, nicotine (even tobacco-based nicotine) is not included in the definition of a "tobacco product" because they regulate it separately, as a drug.
(2) The term “tobacco product” does not mean an article that is a drug under subsection (g)(1)
I think this is why some people believe there's a "loophole" that would exempt synthetic nicotine: it would appear that products derived from tobacco are "tobacco products," except nicotine, because it is a "drug."
They seem to have further covered themselves, as far as what is considered a tobacco product, by including any "tobacco product" (which includes things like e-liquid) with "any modification (including a change in ... form of nicotine)" in products which would require a review by the FDA before going to market.
So I'm not seeing an actual loophole.

I’m telling you for companies that are not looking for a buyout/ or just being done with it or have moved on to something else, or did not get a “stay order” or advance to “scientific review” - this is their plan for the near future.

Synthetic generally means non tobacco i would think. Like for instance pain meds are synthetic heroine but have other chemicals other than morphine( some have no morphine) which morphine "is" derived from a poppy plant( not made from but mimic effects) or synthetic oil isn't from crude oil.And other synthetics-made in a lab but immitate its original form
unfortunately the FDA still considers TFN (tobacco-free nicotine, aka synthetic) as a tobacco product. TFN has been around for awhile, it's just really expensive, so I'm sure the FDA wrote their rulings in a way to specifically include TFN + avoid people finding loopholes.
