I'm trying to make him a blackcurrant flavour and try to get as close to 18mg as possible whilst maintaining the cost at around 24-28pence per 10ml
You can never achieve 18 mg/ml nic when using 18mg nic. You will either have to source a higher concentration of base, (it's doable, you just have to search for it. No, it's not technically legal for you, but there are places selling it online) or deal with what you have. There's no way around that.
You may want to use FLV Blackcurrant or a combination of a few Blackcurrant flavors.

Hi. You basically have 2 options. Google higher strength nicotine, it’s technically only legal for businesses, but obtainable to consumers. Or buy 18 (20) mg/ml nicotine in 70/30 VG/PG base. By adding 10-20 flavoring, you can reach 14.4-16.2 mg/ml, which shouldn’t make that much of a difference. And your VG/PG ratio will lean more towards 60/40 or 50/50, which is good for pods/MTL.
