I received this morning this email from River Supply:

Starting April 1st, if you have not submitted the requested form to us, we unfortunately will no longer be able to provide your business with a handful of important products from our store. Act now and please do not hesitate to provide us with this information.
Additionally, starting April 1st, shipments containing nicotine will be shipped via freight only to authorized businesses, while non-nicotine shipments will be able to ship via standard ground services. Although methods of delivery may be different that usual, River Supply Co. is dedicated to ensuring that your authorized business will be able to receive the products you require.

I'd like to add this from River Supply for those who has doubts that this will affect the DIY community:
The PACT act prohibits us from shipping nicotine to private individuals after April 3rd, flavors and bases will not be affected. Tobacco/Nicotine related businesses must provide a valid tobacco license for their state in order to move forward in the PACT compliance process. I recommend placing an order for nicotine as soon as you can because it is likely we will stop accepting orders containing nicotine sometime (TBD) before April 3rd. Also, please plan for additional lead time in fulfilling orders as we are experiencing a very large volume at this time.

I’ve never DIY’d and I ordered 500ml freebase and 250ml salt a few weeks ago. Both 100mg/ml.
Thinking I may need to place one more order.
When I first heard of this coming I ordered quart, then kept thinking .. hmm thats not enough.. get another.. then the following week .. wait uhh maybe another lol .. and yesterday ordered two more lol.Then I was thinking hmm.. manufactures in FL I can always fly to Florida see Disney and get Nic right now only 100 dollars one way flight .. rent a car and drive back .. make a vacation out of it :)

I guess so. Not sure about NY State current laws regarding nicotine. Fill up the form and be in contact with them. I'd also find out about the freight thing. Prices, bulk, minimum quantity, etc.
Does this only apply to vendors or to diy people as well?

I hope I'm wrong, but I believe if anyone in the diy community buys nicotine, that qualifies as a tobacco or vape related business.
Business, in this sense, doesn't refer to a shop, distributor, etc, but as something related to tobacco or vape product.
Same happened in Europe in 2017, no business - no nicotine for you.
Yes and no. The TPD2 was bad, but not as bad as the situation you are facing in the US. In Europe you can still buy nicotine, in vape shops and by mail/DHL/Fedex/UPS/whatever, but only in 10ml bottles with a maximum of 20mg/ml (aka nicotine shots), so no more large bottles with 100mg/ml or similar.
It's annoying to open all those small bottles, loads of plastic waste, but you could order any number shots at once without a problem, hundreds, even thousands. Sure, it's more expensive than the good old high nic storage base, but TPD2 at least regulated the market in a way that allowed all companies to survive and consumers adapted quickly...way better than the nightmares PMTA and PACT act.
It looks like the only required documentation is a business license as denoted by the asterisk at least for now. Yes it's a pain and does cost money but pretty much anyone can get one for less than 100 bucks.
Okay I just got this email. Well it was earlier but somehow ended up in the spam folder. This is at the top of the email below the logo.
"This email is intended for tobacco or vape related businesses. If you are receiving this email and are not a tobacco or vape related business, please disregard this email."
It sounds like it may only be necessary for those ordering in bulk but we're going to need more concrete information on that.
