Wait what flavor ban?
not sure how they will do it in California. In Washington the ban was for like 3 months and never got redone. it was more about getting tax money than caring about health.
that being said. I was able to order from multiple online Vape stores that were not in my state. I am not sure on ingredients i think that they fall into a different category. its not vape juice till it is mixed.
Its like you can buy all the pieces of a full auto rifle , and it is legal. You put the pieces together then your going to have a bad time.
that being said i am not sure on this other than i was able to buy juice from out of state. also another idea. if you have a friend or family member that lives outside of California. Order have it sent to their house then have them forward it to you.
I think so but dont take me word for it. The flavours I use to make my ejuice comes from companies that orginal made those flavours for culinary purposes. So I doubt they will stop the flavours shipment when there no mention about anything on vaping on them. I think this ban will hurt vap shop more then DIY ejuice making .
Edit- I got into DIY ejuice making as the middle east country i live in bans sale of vaping item and ejuice but I can order stuff i need to DIY ejuice and i haven't been stopped even though international packages are checked by custom. Though I had to get my nicotine base whenever I flew abroad as I didnt want to waste money if customs here keep it .

So yes, you should be able to still get your ingredients, just not pre-made for retail.

Everyone is leaving California!!! This narrative is pushed every few years (maybe on the election cycle even). People do leave California, but not en masse as we're led to believe .
they've actually definitely started to leave en masse recently. a few very large companies are soon completely relocating their businesses elsewhere (Joe Rogan & Ben Shapiro are the 2 big ones that either are moving soon or recently left, along with their entire businesses & most of their staff members, that i recall rn)
