or it is 10% diluted?
It sounds like you are getting hung up on the 10% number, well just ignore it. What you have is 100mg/ml nic in 100% VG. The thing to keep in mind with VG nic is that it is very thick and subject to "hotspots" shake it up very good before each use. That means shake vigorously for at least a full minute. As long as you are not making high nic salts, nic in PG is much easier to use in the future.
I read it like this: It is vg based nicotine. 100 mg per ml. They are telling you they put 10% nic, 90% vg in a solution to achieve this strength. I’m no expert, but that’s how I read it, and I may be wrong. If you are a rookie, not a good idea to be playing with 100 mg nic

Your nicotine contains 100 mg of nicotine in 1 ml and it is suspended in VG. Since you don’t seem to know what you are doing, I highly advise you to read up on the topic and use a calculator from the sidebar before you end up having nicotine poisoning (yes, that’s a real thing).
