For a good supplier... I'd go with /u/thebrokevaper, if I didn't have a stockpile of 100mg/ml and zero interest in buying the 60mg/ml we're now restricted to. Although given some provinces are discussing a 20mg/ml limit, if you don't have a lifetime supply already, you best obtain one soon.

I'm not really certain about how good the various suppliers in the maritimes, the 'peg, or alberta are. Under no circumstances should you deal with infinite (I think they're based in kingston, which would be appropriate if they were there for eight to ten...)
I don't know what you mean by "the process of manufacturing nic salt" but if you just mean the difference between mixing salts and freebase then there is no difference because nic is nic. Personally I prefer salts because of the smoothness at 6mg that I can't get with freebase nic.

It really is going to depend on what flavors and device you are using. But it is true that you'll likely need to use a higher percentage of flavor for the lower power salt nic devices.
I recommend making something pretty simple (like 3-4 flavors max) and don't even try custard / cream stuff. It just doesn't translate imo. Maybe find a popular simple fruity recipe, up the flavors by about 50% and start there.

Maybe for some one-shots. But consider that even if you were to double the flavoring we use in normal gear (I'm guessing you are referring to juice meant for pods, since 50:50 juice is crazy high in PG otherwise) that all the 1-2-3 recipes would only use 12% total flavoring. And considering nobody suggests doubling flavor concentration, and many good recipes are 10% total flavoring or less... 20% is pretty damn high.
Make the juice for the device, power, and coil you are using and not the type of nicotine. All that really changes a lot with nic type is salts are smoother so in a low powered device you can go real high with concentration without choking on the throat hit.
There is some difference in metabolism and how quickly and how long your brain gets the nicotine too, but it's rather small and isn't about mixing.
