I tried searching the reddit and couldn't find a good answer. If I wanted to change a recipe for a juice from 3mg to 30mg, would i have to change the ratio of the flavorings as well?
Short answer no. If you are changing the nicotine that much to use the recipe in something like a Pod system you will notice a huge difference in flavor most likely. I'm guessing you would be changing devices for that much of a change

Give your recipe a shot, you may like it. For example tho my ADV is a simple strawberry ice cream- 3 flavors. In the pod I taste only the strawberry... And it's not the same notes as in my subohm. I actually buy juice for my pod since I use it so little and it uses so little juice. I don't think all the experimenting again was worth my time at this point.

No I think you should be fine if your just changing the strength but if you're trying to adapt it for a pod system you will probably have to play with the percentages if you want to try to get it to be as flavorful as a rda or sub ohm tank(but it still won't be as good at least based off my experience with pods) and I hope you mean 30mg nic salt and not freebase because I've never tried it but I'm pretty sure 30mg freebase would be super harsh. But I've only been doing this on and off for about a year now so I'm still definitely still a noob so one of the veterans may be able to give you better information
Do you mind if I ask what your doing it for?, also are you changing from freebase to salt nic? or are you changing it from 3mg to 30mg of freebase nic? what recipe are you using?
