Full disclosure: I don't live in MI or SF.
There are two specific ordinances enacted by the City of San Francisco that were aimed at vaping in 2019. The "Michigan ban" as proposed would take the form of at least one directive issued by the MDHHS, which has the force and effect of law. To my understanding this action has not been taken yet, but MDHHS has officially signaled their intent to do so. If anyone has official news from MDHHS please link it, but I can't find anything on their site about it.
So in short, I don't think anyone can concretely say what the exact implications are for MI yet. Some vendors (e.g. Nic River) suspended nicotine sales to MI, but I am sure there are still sites shipping nicotine there for now.
I'd love for someone from SF to chime in on this, but the only one of the two SF ordinances that seem to apply governs the "manufacture of tobacco products on City Property," defining that as
> "City Property" means real property owned by the City or under the control of the City through a lease or otherwise
I don't know if "under the control of the City" refers specifically to properties that the city is charged with management of, like parks and administrative buildings, or if it instead means any property within city limits. I am guessing the former but am not sure.
