I tried several liquids that used it. It worked fine but I find it has a cloying sweetness that really stood out to me. Because of that, I haven't used it in anything I mixed myself. It very well might vary depending on the percentage used, but I don't remember what percentage those liquids used.
In the interests of learning more, having never used it myself and expecting it to be flavorless like its isomer PG, may I ask what made you decide the 1,3p was causing the sweetness, and not another ingredient or sweetener?
It is possible the sweetness was due to another ingredient, but I tried 5-6 liquids from one vendor who used 1,3p. Every liquid was that sweet, regardless of the flavor. Things that I wouldn't expect to be sweet were incredibly sweet. I've never tasted another e-liquid as sweet as those.
It could be me, although I learned others had the same reaction later. If you're interested in it, try it. If you like sweet liquids, you might really like it. I had no other issues with it.
Trimethylene glycol/1,3-Propanediol is known to have a sweet odor and taste. It is sometimes used in the food & drink industries to suppress bitterness and enhance sweetness, even in tiny amounts. It is possible there was another sweetener that it was enhancing to extreme levels. THIS ABSTRACT has more info.
Out of curiosity, do you normally use any sweetener? Or do you only vape (non-dessert) tobacco flavors?
Also, for those wanting another PG alternative, I've found PEG has a slight lemon taste on its own. Definitely not sweet, but I could see it accenting fruits well. Although it still works with tobacco too
Not often. I've used it when making liquids for others, but for my own tastes only when something really calls for it. And then only if the flavoring itself is not sweet enough IMO.
I used to really enjoy a pipe tobacco, but I mostly prefer various mints and menthols. Other types of flavors are occasional.
I really dislike the smell and taste of diketones, so lots of dessert flavors are a no-go. I don't like diacetyl and acetyl propionyl, but small amounts of acetoin aren't too bad. I guess I'm just sensitive to the odor. My girlfriend opened a bottle at a vape convention, was about 6 feet from me, and I turned and said that liquid was full of diacetyl. I was right. It's a bit of a curse, I guess, as I don't enjoy flavors other people rave about.

I had a few flavors that used it, but apparently RF discontinued their PDO line of flavors (likely because DuPont really doesn't want it used for vaping, as they're terrified of a class action lawsuit at some point in the future, as those tend to be expensive).
It's quite useful for producing juice that isn't max VG that also isn't painful.
