I've always been helpless and wasted a lot of money on juice, but I finally decided to dip my toes into DIY by modifying the juices I already own.
So I love the icy throat hit of a perfectly balanced Fruit/Mentol ejuice. This has always been the holy grail to me and seems to be the hardest to find.
After years I finally quit being a dumb ass and bought 120ml of WS-23 concentrate (30%).
I have below beginner level mixing equipment. 15ml bottles and a 1ml syringe.
I read online you want to be very conservative with the WS-23 and 1% = chill and 2% = brain freeze.
I'm planning on trying 1.5% so I'm planning on just filling one of my 15ml bottles with a juice I like, and adding approx 0.23ml of WS-23.
This seems simple, but can anyone please let me know if I'm ignorant to anything I should know before hand? Most likely question being does the (30%) concentrate ration modify the math of the mix at all?

So... Don't believe everything you read. You really don't know in this case.
For people who are cooling agent virgins, yes 1% of WS-23 is cold. However, it all depends on your tolerance. Vape cooled juices pretty much exclusively, and you'll be lucky to get any cooling effect from 2% WS-23. Let your tolerance fade some, and you'll get your sinuses handed to you. After vaping all night you'll walk to the kitchen table and your mouth will be there drinking coffee and cursing you for vaping the 5% cooling mix that was barely cool when your tolerance was high.
As to other advice... If all you're doing is adding cooling to commercial juices, all you need to do is add a drop or two of WS-23 into the little bottle, then top off with juice. Once you feel like becoming a big boy mixer, and mixing from scratch, you'll buy a scale. Syringes are never needed unless you need to do a hit before you mix. In which case you should really try getting off the junk.
As to WS-23 being a 30% solution... it's half as potent and s WS-3 (koolada) which is normally available in 10% solution. So WS-23 is effectively fifty percent more cooling than koolada, in their normal concentrations.
Please bare with me, some of what you said is a little confusing. So i know part of the reason I'm a diva about commercial "fruity ice" juices is indeed likely because I've built a Tolerance to the menthol. I've let my friend try ones I swore had no menthol and he said he couldn't vape it.

No... You need to vape some juices with no cooling for a while, to make your tolerance fade somewhat. About a week should work. If you look at one of my older recips, I regularly used between three and five percent cooling. Since I learned to mix in uncooled juices on a daily basis, my tolerance for cooling agents is much more normal. Cooling agents are the opiates of vaping, the more you use and the more regularly you use them, the more you need and the less they do for you. But OD on cooling agents and you'll wish you were dead, much like if you go into withdrawal from opiates. Find juices that don't require cooling, like a mulled cider, a herbal tea, black coffee, or hot chocolate... Or a tobacco or ganja flavor. No cooled juices for a week, then a few bits every day thereafter of the uncooled juice should be enough to keep the tolerance sane.
So i tried 0.5 and didn't taste any difference in coolness, went up to 1.0 and didn't taste any coolness. Should I just keep going, or what do you suggest?
What he was saying is you need to lay of the cooling juices so you don’t have to put as much and then when your tolerance resets 1 should be plenty
I suggest trying to lower your tolerance. Or go to 5% cooling.
It really would be beneficial to lay off the ice for a while. When you go back to it, you can really feel it better. Juthnic's analogy is pretty spot on. Your tolerance is probably crazy high for cooling agents that you hardy feel them.
I think you're right. I'm at 4% now, and just starting to feel the coolness. If I had to guess, I'd like it at least twice as strong as this so 8% of the (30%) concentrate is probably too excessive.
Just sucks because I have tried dozens of highly recommend juices without any cooling agent, and I don't like vaping without the ice.
I came to vaping from dipping so that could the issue.
Don't do 1.5%, it'll be like you swallowed a freezer. That percentage is good when you're using the 10% solution. You need to use 0.5%.
Edit: I didn't realize OP is already a heavy coolant user. My advice was meant to be a starting point.

I'm an ice junkie and regularly add 3-4% into my juices. If you love it cold. Just keep adding it .5% at a time until you hit your sweetspot
