Does anybody know who the site administrator is for ELR? For some reason I was blacklisted for scraping, which was a mistake because I don't even know what scraping is and I just used the site normally.

Do any of you have contact available, such as the email address of the site administrator. I would also appreciate any suggestions of how to get taken off of the blacklist, because this site is the keystone to my mixing.
That sucks, man. Funnily enough I actually do scrape ELR and have never been blacklisted for it. I have both ATF and ELR completely backed up with clickable links and all that I update once a week and I haven't gotten blacklisted. So many people take their recipes down.

I must admit it has been a while since I've been really social, but I try to drop in here once in a while :)
It is possible that OP got an IP-address that was previously used to scrape the site, and was blocked because of it. I can be contacted at "info" or "lars" at e-liquid-recipes.com :)
For the uninitiated, what is scraping?
Most commonly, setting up a bot to fetch every web page from a site and archive it. Frequently it's the first step in setting up a competing site optimized to generate ad revenue, usually accomplished by showing up higher in Google searches than the site that unwittingly provided all the content.
Try power-cycling your router to get a new IP address & see if that fixes the problem.
Take the opportunity to migrate to a better mix site.
And check that your browser isn't prefetching.
