ecigexpress free shipping after 30% promo code not working

I have made orders in the past that went over the $59.99 to get free shipping and then applied a promo code which brought the total well below but free shipping was still an option -- had this been changed/removed or am I doing something wrong??

In all the time I've been ordering from them, I have always needed to have the post-discount total above the free shipping threshold in order to get free shipping. Just use the discount to get more stuff for your $59.99+ :)

ECX has a chat support I think. Use it to ask them.
