I made a batch of cookies and cream flavored juice, 100ml steeping and 60ml for shake and vape until the 100ml is ready. I added sweetener to the 60ml and I'm liking it sweet like this, and can't wait till it steeps. My question is if i wanted to add sweetener to the 100ml would it effect it right away or would it need to steep as well. I'm fairly new so i thought I'd ask.

You'll definitely detect sweetness immediately, but it will most likely continue to develop over time. It can have effects that you don't care for so maybe start with doing it to 30mLs and setting it aside to see how it ages. Everything is worth experimenting with.
A shot in the dark here, and of course, a bit of my own preferences. But if you're using ChrisDVR's recipe, or something decently similar to it, I've found that the juice really sweetens as it steeps. After just a few days, the difference is crazy.
I'm fairly certain it's the Sugar Cookie flavoring itself that makes it so noticeable. It's a very pronounced difference compared to how Bavarian Cream of French Creme steeps when I use it in other recipes.
