UK Laws on selling ejuice without nictoine?

Hello, I've been making ejuice for myself for the past two years now. I've been wondering about the UK laws and regulations related to e-cigs. I understand that to sell ejuice, you have to have a license. However I've noticed a huge amount of ejuice being listed on ebay, and from the profiles and amount they're selling I highly doubt they have licenses. Is this due to them not selling it with nicotine, is that a viable way to sell ejuice?

They are likely just ignoring the laws as it's hard to enforce it against people selling online.

You don't need to have a license to sell on eBay. It's also against eBay's TOS regardless.

Yeah eBay don't give a shit since they're making money anyway. I got my atty listing taken down because the top bidder changed his mind and reported it. Meanwhile there's entire businesses selling vaping stuff. That was a while ago so things might've changed but they still sell attys under 'Hookas, Shisha, Pipes' so probably just look the other way unless it's directly reported to them.

There is actually an application that businesses can complete to sell certain products on eBay (in the UK at least) and vaping is one of them.

The main thing they are interested in is being able to age check people to ensure they are of legal age to purchase the product. We have found that eBay is worse for people attempting to purchase underage because they think people can't check and we've had several 16 year olds try and purchase our products.

I buy juice from a local UK company with a public Shopify website, they still sell big bottles (90 ml) by not mixing the in the nic, i.e. delivering a bottle of flavoured 0% VG and small bottles of 18% nic to mix with. Seems like a nice simple way to get around some regulatory issues, and way cheaper than Vaporized. Still need to try making my own though :)
