I would test them each around 3-5% individually to gauge their strength and flavor, but you can also use resources at e-liquid-recipes and alltheflavors. Each site has a page for just about every flavor and an average % used, those are good starting points for the concentrates.

This is important.
- Test each concentrate yourself.
- See if your concentrates are reviewed here.
- Search this sub for each concentrate.
Get to know the flavors while you have a manageable amount. Don't be like so many of us that have amassed hundreds of concentrates and don't really know what they taste like.
http://e-liquid-recipes.com is a useful tool for getting a general idea of what sort of concentration you want to use for your flavours, though you'll only get a real sense for it by testing them yourself and experimenting. Still it gives you something of a starting point.
You'll probably struggle to find any recipes that don't require you to buy more flavours. It'd be a better idea to find some recipes first that you like the sound of and then buy all of the flavours you need. I have so many "that sounds good" concentrates that I've never actually used.
To add, it also depends what you want the flavor to do. For example, RY4 double can be used standalone from 4-12% depending on your device/coils but it can be used from 1-10% in a mix to deliver different desired outcomes. At a lower % it (RY4 double) would provide light caramel notes or boost other caramel flavors but at a higher % it would be a caramel/vanilla base for your recipe.
It really varies, some concentrates are really strong and some are weaker and more diluted.
Ie RY4 you can mix 8-12% by itself but something like menthol or that Western Flavor your going to want to use really low amounts.
Experimentation is going to be your only true indicator of how YOU like it. Some users on here might tell you 2% of something is the most to use but you might actually like it alot stronger. u/Hashslingingslashur pretty much covered everything you needed to know though.
Like some others have said, I would look at the flavor listings on eliquidrecipes or alltheflavors to get an idea for the strength of each concentrate, which will give you a reference as well as a starting point. Just make sure to test each flavor individually to see where you like it best, and take notes of the flavor profiles before and after steeping.

See how other people use the flavours you have. Read notes, ratings. Adapt other people's recipes. Search recipes you can make with the flavours you have.
Also, a quick and dirty way of getting an idea of what your flavours are like and how strong they are is to put a drop or two in a shotglass of water.
Don't use that spearmint over 3, even at 3 it's silly strong. For apple 2-5 tops, menthol try to stay under 1% unless you LOOOVE extra menthol. I haven't used any of the others except RY4, and it works from 1-10% I've been told, I only use it for "Sad Panda Apple Bacco" recipe. No idea about the rest, but I wouldn't go over 5 for any of them except ry4.
that's a really strange first buy... Did you have certain recipes in mind when you bought it?
You think that is strange? Why? For me it is kind of obvious that he wants flavored tobacco juices.
For me the sidebar suggestions and the threads for a first purchase are much more strange. It' s always all about milk and cream and custard. For some people that's all quite disgusting honestly. If I would order that, I would very soon smoke again.
Because tobacco is generally not on a first time buyers flavor list. It's usually an afterthought, when fruits and creams get old.
