Because unflavored nicotine is essentially unflavored e-liquid, how are things set to play out come 2018? Is a company likely to get their nicotine approved through the PMTA process? If that does happen, are other companies able to be easily approved as well because of the first's approval or will everyone have to buy their nicotine directly from the approved company? Would other companies be able to resell that approved nicotine without their own approval?
Can someone help clear this up for me and anyone else that might be wondering? Discussion welcome!
Nicotine concentrate is covered under the regulations as an unfinished tobacco product. Though their taxation on this has not been set in stone, their intent is to increase their profit through taxation 5-7 times, with a target goal of 10x eventually. You can read the existing bill and estimate the goal they are reaching for.
So, What is the current tax on nicotine concentrate? I have no idea.

Both are covered by the rules of the regulations. But, under two different classifications. Nicotine Concentrate is considered an 'unfinished' covered product. Indicating that it is a component used to create/assemble a finished e-liquid product. Where an eliquid is considered a 'finished' (IE: assembled) product.
The regulations label us DIYers as manufacturers. Because of this, I wouldn't expect DIY to skirt the regulations at all. Likely we will suffer the most.
The same rules that apply now should apply for 2018
Not sure why the down votes, you are correct, except for the first round of applications have to be in for a certain class of products sometime in 2018.

I thought I was basically forever safe against legislation and regulations because I make my own juice. I thought there'd be no practical way to regulate each individual ingredient.. Is something about that going to change? Will it be harder to get nicotine? VG and flavoring I imagine will still be easily accessible, but nicotine?
Unflavored nicotine is not essentially unflavored e-liquid. It's simply nicotine, that has had many uses long before vaping came along. Your assumption is based on the false logic of the FDA that just because nicotine may be used in e-liquid, it all of a sudden has become the only reason to produce it. The production and sale of nicotine is already regulated and it's working just fine. BTW you may have noticed that there's a new administration on The Hill.

If these products existed before the grandfather date, they shouldn't be subject to any more regulation than they were then. Worst case they would have to prove they are substantially similar to an existing product. Since nictotine has been sold suspended in PG and VG for various purposes for much longer than e-cigarettes have even been a twinkle in somebody's eye, these manufacturers should have a pretty easy time of it. Definitely none of the stupid PMTA crap.
