And since a 36mg/ml Nicotine base is basically pure Nicotine mixed with PG/VG.
Does that mean I can use this instead of the 36mg/ml Nicotine base?

That is cigar flavored. If you can find "unflavored" then yes, that would be the same as nic base.
Yeah you can, just plug in the PG/VG ratio of that 'e-liquid' in your calculator - it is a bit high on the PG side, so best you'd be able to make is probably a 50/50 or maybe 60VG40PG.
Where do you live? - and can't you just order proper VG based nic as you are doing with this e-liquid?
Thank you. I will try to search for something with less PG but I'm glad this method works. I live in Turkey and the nic base/solution is very expensive here. I will look for a VG based one but this is the only brand I found that has this level of Nicotine, I will look for lower levels and maybe be lucky to find something non flavored or have a weak one. So far I found VG and PG 1L each, selling for around $3 each and located in Turkey too. Only problem was the Nicotine solution.
Yeah, the nic was expensive in my country too, so I started a small business to bring it in for cheaper and changed the whole market, now it is cheap here too :) (something you can perhaps look into)
