I live here in beautiful Utah and I think they are going to have a bit of a hard time enforcing this. I know some vendors, like you said MBV, are doing it on their end but as far as Utah regulating online orders, I don't think it's as easy as they think. Especially when a lot of the products we use are for other industries as well. Not saying they can't, just saying it's not just that easy.
I live here in Utah and have been DIYing for years now. I'm beyond pissed about this. I went from something horrible by smoking to something that has weened me down to 1.5 mg of nicotine. I think it's negligible and might have saved my life. Now my whole family are off cigs and vape the juice I make. These ignorant people take vaping so wrong. They are going about it the wrong way as well. Sad day
If I lived in the US I would happily act as a proxy for anyone in Utah. I'm sure there are lots of vapers on this sub who would do the same. The orders get sent to the proxy and then proxy sends them to you (Utahns). I doubt USPS will be in the mood to search through packages and weed out ecig stuff. They're probably enforce this based on the sender so civilian to civilian packages should make it through. NOTE: I'm just guessing here.

I see nothing in the actual bill, or the related definitions of electronic cigarette in Utah law, that indicate any DIY supplies will be affected by this law. This is the actual bill. The only section that might be able to exclude nicotine concentrate sales is on lines 177 and 178: > "Electronic cigarette substance" means any substance, including liquid containing nicotine, used or intended for use in an electronic cigarette.
Now, to me that looks like it only applies to liquids ready to vape, not nicotine concentrates, but I'm not a lawyer. Nonetheless, mixing supplies, flavorings, and VG/PG is certainly not included in this legislation.
But by all means, let's keep the downvotes coming...
