Washington DIYers: HB 1645 has passed on the house floor.

This bill is an atrocity. A clear cash grab.

The major impact of this bill on DIY in WA will only be nicotine. I don't know if I'll be able to purchase concentrated nic anywhere in the state. Even if I am able to, it won't be Vaperstek. It isn't law yet, so I'm putting in an order for 2L to put in the freezer.

ah so nothing to worry about, as usual. Just seems to impact people selling to underage kids and puts more liabilities on vendors.

edit - upon further reading seems to be more than that, will have impacts for WA DIYers getting concentrated nicotine should it pass.

> A person may not: Ship or transport, or cause to be shipped or transported, any tobacco product or vapor product ordered or purchased by mail or through the internet to anyone in this state other than a licensed wholesaler, distributor, or retailer;

Sounds like they want to force people who order nicotine online to get signed up to be a distributor. This would mean you are on file. Doesn't seem like that great big of a deal. I think I'll check into what being a distributor entails before Florida passes this kind of stuff.

Ok so I guess they are trying to go north korea over there. Flavorings aren't tobacco or vapor products so that won't be an issue. Nicotine you could just buy it through local retailers.

So I glanced over it and it seems the issue, and correct me if I'm wrong, is that the average person is no longer allowed to purchase online? If that is the case would someone in the state be able to simply acquire a business license without actually doing anything with said business license and using that to be able to purchase from wholesalers etc. for personal use?

Proposed collected tax on the sale of all vape products 95%. Vape products would increase in cost 19 times.

And, in another section, they are eluding to a 5 to 10 time increase in the cost to consumer of all vape related products compared to what they cost today - to make the cost equivalent to smoking by their estimates. (Which also doesn't include the tax above btw).

They are boning the Indians too. But they get a 5% discount on the 95% state tax when sold to another registered indian.

Purchasing from out of state? Felony.

Selling below state regulated cost estimates? Felony.

Possessing DIY components (as you would now). Felony.

Like you said. Huge cash grab. Disgusting.

You must have, but not sure how (maybe you were reading the ammendments?). The entire bill is a tax.

The cost would increase .95 times not 19 times. 19x would equal 1900%. Not to mention not all of the tax is passed on to the consumer in theory.

So it would be a gross dismeanor to sell an 18650 battery, humidifier, water (for the humidifier), steam vaporizer, camphor (or other medicine for the steam vaporizer), nebulizer, electronics enclosure (Hammond box, etc.), screw, o-ring, small LCD display, momentary switch, or countless other items, to a minor in Washington.

  

>A person who sells or gives, or permits to be sold or given, to a person under the age of eighteen years any cigar, cigarette, cigarette paper or wrapper, tobacco in any form, or a vapor product is guilty of a gross misdemeanor.

  

>"Vapor product" means any: (a) Device that employs a battery or other mechanism to heat a solution or substance to produce a vapor or aerosol intended for inhalation; (b) cartridge or container of a solution or substance intended to be used with or in such a device or to refill such a device; or (c) solution or substance intended for use in such a device, including, but not limited to, concentrated nicotine. "Vapor product" includes any electronic cigarettes, electronic nicotine delivery systems, electronic cigars, electronic cigarillos, electronic pipes, vape pens, or similar products or devices, as well as any parts that can be used to build such products or devices.

You could still buy instate, which would be from /u/ECX_FlavorLab but I don't know if this will preclude them from shipping. Maybe you'd have to pickup in person. will ECX be able to continue to ship out of state?

I didn't see anything that made exporting to other states illegal? With them all over this as their cash cow I doubt they want to restrict exports. But if Washington taxes the holy hell out of their retailers, how could ECX possibly compete with other out-of-state vendors?

They criminalized this too. So, even if they rename to 'Essential Cake Express', I think it will be seen as a ruse and people will get jailed. When Washington passes the crazy taxation that is in the cards, probably best for ECX to just bankrupt and relocate to another state.

Write to Vape-A-Vet project. My bet is that they already wrote to your legislatures, but they actively fight to provide active duty veterans, vapes and provide a powerful vendor voice in doing so.

It isn't law yet, that's why I wanted to get the word out. The senate still has to vote on the bill.

Maybe I'm missing something, but the big thing is the nic shipping, right? That's pretty tame actually. We all agree that 100mg nic can be pretty dangerous stuff. The fact that any of us can just buy something online that can literally kill you if you spill it on yourself is pretty insane if we are honest with ourselves.

So it'll have to be shipped to retailers and you'll have to go to a store and pay more for it. Again, the sky isn't falling. Think about it - nic is the cheapest part of all this. We spend $25 on nic and $200 on everything else... And that lasts a long ass time. It's so cheap we try and figure out ways to make it last because it literally degrades faster than we can use it. In the long run does it matter if you're spending $50 instead of $25? The effect is just a few pennies more per mg per ml of actual juice.

We'll be lucky if this is the kind of mild regulation eventually pushed nationwide.

His point still stand. Nicotine is still a poison. We're buying an unregulated poison. That can kill a person if they don't know what it is or what they're doing. It was only a matter of time score they started restricting concentrated nicotine, either for an anti vaping reason or for a restricting access to unregulated poison reason.

Wasn't trying to take the legs out of the argument. Just calling out the italicized portion for being a little over-dramatic. There are some people here who treat 100mg nic as if a drop will send you to the hospital. It won't.

You make a very good point.

My issue is freedom of choice. I have had bad nic, then I used clean non-peppery nic from vaperstek, nude nicotine, and Carolina xtract. The sky isn't falling, and I'm sure I'll be able to find a suitable nicotine in state.

The bill will also stop orders for mods and atomizers from outside of WA. I didn't focus on this part because I was only focusing on the effect of the bill on the diy aspect.
