My state legislature just introduced a bill proposing a whole bunch of e-cigarette related regulations. Contained in the bill is this line:
> It shall be unlawful for any person to mix, bottle, package, or sell e-liquid in this state without having first obtained a manufacturing license from the Commissioner.
It's obviously unenforceable for your average bedroom juice-maker, but I still don't like the idea of having to hide my stuff if the cops ever need to come in my home.
Has anyone else had to deal with this in their state?

Introducing a bill doesn't make it law, until it's passed.
Based on no context, yes, if the bill passes, then you would have to obtain a manufacturing license from your states commissioner to mix, bottle, package, or sell e-liquid.
I doubt it passes as it sits, even if it does, they wouldn't come after joe DIY unless they are selling it.
What would be considered "selling" though? Selling your juice for a profit? I "sell" juice to my friends but all I ask for is the price it costs me to make it.
Indiana has a law similar to this. Don't think it's gone into effect full bore just yet, and if I recall correctly, a group of capers and e-liquid manufacturers have gotten together and started a lawsuit against the state. Dunno how that shit's gonna go down though.
As far as being a DIYer in Indiana after these regulations passed, the only company that has refused to ship to me has been Mech Sauce. All other vape suppliers are more than happy to ship to me, regardless of whether I'm ordering nic base, flavorings or even finished e-liquid.
According to Casaa DIY isnt illegal under the law here in Indiana, you just cant sell it without the proper licensing
So its cool to brew your own beer but you can't mix your own eliquid without a manufacturing license? That makes no sense to me
My question here is what body of governance would enforce is bill if it was to become law? If some cops came to your door with a legit warrant in-hand and searched your place, you'd think they'd have a much more primary concern than you making juice, right? Would you average cop know or care or bother to report/write up your diy juice set-up? And even if they did would it fall under their power?
If they ban it, like this bill is proposing, the police probably try to bust you for it if they have evidence that you're manufacturing e juice. They have incentive, the more arrests they get the better it makes them look. The more arrests the more revenue it generates for the police department from your fines.
A way to look at it would be that they can arrest you for anything that is illegal at any time. So yes, they could arrest you and seize your stash if you get caught with it. Would they? That's another question, would go on a cop to cop basis.
