It's a rebottled Dupont product called Zemea.
It's probabbly rebottled Zima. They had to do something with it. :-)

Any reason this would have increased health concerns over the PG I have been using?

I use it currently. I had some to try it out and ran out of PG, so now it is my PG in all my mixes. I am not sensitive to PG so I will probably switch back once I am out of this. It doesn't PG as well as PG, but it is better than VG for throat hit and flavor carrying. It isn't wildly different to me than PG or I would have tossed it and reupped PG. TL:DR unless you have issues with PG and don't like max VG, I haven't seen a benefit.
The only issue I see with this Nature Silk product being used for e-liquid blending is that it's not USP grade. The MSDS says it's 99.7% pure, but it appears they haven't gotten it through the certification process yet.
There is a USP version if you use the Zemea
Right, but I don't think Nature Silk is a rebranded version of Dupont's 1,3-PDO since they're saying that it's an EcoCert product, which is a European certification body.
