There is a limit of "3 months personal use", but people order 100mg/ml liquids all the time and I really doubt you will order so much base liquid to go over that.
Which strength are you trying to achieve? 6mg/ml?

I guess english conversation is better if someone else is interested in the same topic. I am trying to achieve 6mg/ml. Would you recommend ordering higher nicotine content liquid and dilute it down to 6mg/ml? If so, could you provide me with a couple of links delivering the items?

Honestly it's all a matter of cost and preference. You can either buy the PG+VG+nic premixed or buy them separately and do it yourself. Premixed will be slightly more expensive, with the advantage that you can just add flavor and you're done. DIY is cheaper and allows you to choose whatever ratio of PG/VG you want, when you want it. You can slowly reduce the nic level over time if you so please. Also, PG/VG will always be available while nic might get heavily regulated/taxed in the future. I'm keeping a bottle of 36mg/ml in my freezer for this reason, even though I may never actually use it.

If you aren't afraid of doing a little mixing and a few more calculations, i would recommend buying strong nicotine liquid (72-100mg/ml) as it's more cost efficient. But that also depends on what kind of flavor concentrates you are going to use. Different flavor concentrates require different amount of diluting, eg. FlavorArt (they're based in Italy, so I recommend buying from there! Shipping to Finland is only 4€) is very potent, and eg. TFA/TPA doesn't need nearly as much diluting as FA does.
So what happens if you mix 10% TPA flavor concentrate with your 6 mg/ml liquid? Let's assume you're mixing 10 ml e-liquid with the aforementioned specs. You will be mixing 9 ml of your base liquid, and 1 ml of flavor concentrate. The absolute amount of nicotine in your liquid is thus 9 ml * 6 mg/ml = 54 mg/ml and then the concentration is 54 mg/ml % 10 ml = 5,4 mg/ml.
But everything depends on how seriously you plan on starting DIY. If you know you will be doing DIY for at least a few years, I'd suggest going the hard route and buying separate nics and base liquids. That's the route I took, I actually started DIY just a few months ago.
But what if you aren't quite sure if this is the hobby for you? Then I'd suggest buying less potent nicotine, and perhaps a pre-mixed VG/PG liquid to dilute it with. When you're dealing with really strong nicotine base liquids, you will need to be way more careful with them. I prefer wearing safety goggles and nitrile gloves while I'm dealing with nicotine.
And as to where you should buy your base liquids and nicotine: when I started doing DIY, I did a lot of calculations on where to buy stuff to get everything as cheaply as possible. I ended up buying 1 liter both VG and PG from VapeTalo (I bought my nic from Pink-Mule since I needed some stuff from there too). When you include the shipping to Finland, it's the most cost efficient. But they also carry 100 mg/ml nicotine juices, if that's what you need.
