I've been doing some reading on the topic and I've been unable to find a straightforward answer. It looks like the final FDA workshop is coming up and I also read somewhere that the regulations will be finalized in June. Is this true? If not, is the date still up in the air or is there a likely time frame for finalization? Lastly, will the regulation likely take effect immediately or at a later date? If it isn't going to take effect immediately, when can we expect it to?

Expect it to get tied up in court immediately, maybe that'll be decided in two years.
This is the most likely scenario I have run through my mind over and over again.
Anticipating a lengthy battle in court to set the final date (from which the implementation date will be two years).

Meh, they've already told us their plans: roll up the whole industry and hand it to Big Tobacco/Big Pharma. Cut out open systems (including eLiquid) completely, cigalikes only.
It was plain as day that was the intent in the proposed deeming.
Now the question at hand is; did they learn anything or take anything into consideration from the oceanic flood of responses to that proposed deeming, and change their proposed course?
I'm gonna go ahead and say no, just based on the sheer number of agencies that depend on Big Tobacco money, and the unrelenting smear and disinformation campaign that the FDA has been running on vaping since just before the proposed deeming was announced.
Bigger question. How long will 100mg/ml NiC last in a freezer?
In a regular freezer that's part of a refrigerator? About a year. If you have a deep freeze (0 deg Fahrenheit), it could easily last a couple years. Keep in mind that if you're dipping into it (taking the bottle in and out of the freezer and opening it), it won't last as long: the biggest enemies of nic base are oxygen and UV light. That's why a lot of people split up their nic base into smaller bottles and only work from one at a time. It also wouldn't hurt to purge the long-term storage bottles of oxygen, which you can do with something as simple as Bloxygen (it's just a can of compressed argon gas, you can buy it on Amazon among other places.) It's not quite as good as having it purged in a lab, but it'll still add quite a bit of shelf life to the nic as long as it's not opened.
With proper prep and cold storage it'll last for more than a year. Even with just a freezer that's part of a fridge. Just re bottle it to Amber glass with the cone caps, and fill the head pace of the bottle with argon. If you leave the bottles unopened (only open one at a time when you need to use them) you're still looking at a few years of life.
If bottled in glass boston rounds there are poeple stating they have had theirs over five years and have not had any noticeable degradation, I still have some old 36mg that tastes the same as new that's been in my freezer a little over 4 years, I tested some of it about 6 months ago and it came to 35mg, so give or take a few mg for error its probably still dead on... so no noticeable strength degradation either.
Just leave a little headspace when filling because it will expand a little when taken out and coming back to room temp. PG is supposed to last longer. I keep mine in a locked wooden box in my freezer, so they get zero light other than when I open it up.
its marketing.. no company wants you to buy a gallon of nic once and never again. sure it might degrade a bit, but it wont be bad. im not worried and i have a 5 year stash. I have vaped ejuice i bought 2/12 years ago and just a little flavor was lost, mind you it was 18mgs and it still felt like 18mgs. didn't even store it right. had it in a backpack form when i 1st tried ciggalikes and never went back.

depends on a lot. If it remains a not very big issue it could be awhile but if people really push it to the point of hot topic issue on everyone's mind it can be fast tracked a bit.
the interesting thing to me will be to see how less scrupulous vendors find loopholes to stay in business. 100mg/ml nic sold as a supplement? maybe we can call it bath salts and label it not for consumption wink wink
If it does get finalized and enacted, I imagine that would be exactly how sales would work. Just like synthetic marijuana being sold as herbal incense with the label not for human consumption. We could end up buying 15ml bottles of scented/flavored vapor fog or something like that with a similar label.
