As written? Any manufacturer of e-liquid that does not comply with the regulations will be subject to fines. That includes mixing juice for yourself.
As enforced? That remains to be seen. I imagine that so long as you're not selling your juice, you won't get in trouble for having diy juice on you.

Well, the local Facebook diy group went private early this evening, and I've read of a vendor mounted lawsuit. I suspect there'll be a shocking amount of nic pouring into the state this month.
It's so strange it's IN, though, and a Republican led effort, Even Americans for Tax Reform spoke out against it, all but saying it was corruption.
Vote with your wallet and move the fuck out of Indiana. Write to your Congressman and tell them that lots of jobs and revenue will be lost thanks to this idiotic bill (written by BT, no doubt). I would be surprised if the legislators even read the bill before passing it (a common practice these days).
Well it appears they just killed eJuice from their stores. I guess there is no such thing as a small ejuice business in Indiana starting on July 1st. I will have to add a statement that I can not ship to Indiana on my website. What a bummer
