Ive had the idea to sell my own DIY E-Liquid to customers and stores in my city to compliment other vaping equipment I also sell. Although I am scared to death of any legal issues that could sneak up on me. Ive helped refine these concerns by many of the threads I have been reading in here and people implementing liability and umbrella insurance. Although I can say I am not in the position take this upon myself. I plan to outsource the DIY E-liquid aspect and purchase wholesale lots of them from manufacturers in Canada. I have 3 ones in my sight currently: Flavourcrafters.biz, Voodoo E-liquid and Goldseal. Im communicating with the bunch of pricing, private labels and most important insurance liability.
Now for my main question since I am a bit misunderstood on this part. To sell E-liquid whether it be nicotine or non-nicotine to stores and consumers is any special permit, license, etc required? I am a little held up on this since nicotine is such a regulated drug here.

Seller's permit namely, but since you sell other stuff I'm sure you already have one.
Other than that, I'd HIGHLY recommend liability insurance. Most shops won't deal with you unless you have liability covered.

By sellers permit do you mean a general permit to operate as business in a city? Or is there some sort of nicotine products styled sellers permit?
And like I mentioned above, im not in the position to purchase liability insurance myself so I will be outsourcing liquid manufacturing to a third party and have their umbrella insurance cover my ass since I will be selling their liquids, not my own.
I am located in Ontario and I do not have any form of sellers permit. I am not too eager to shell out a couple hundred (or which ever the price) to which ever government / municipal body for which ever permit is required since at this moment still not sure if this is profitable / viable as a business. If I start selling some products and see this as viable and profitable undertaking I will go ahead with this. I mostly sell online at this moment.

We have a specific "electronic cigarette" business license that covers the sale of equipment, juices etc. The license is a $52 filing fee and then $133/yr. Contact your city hall in regards to pricing for your area.
You should still have liability insurance for sale. It's about $1500/yr (for comprehensive insurance) which will cover you in all aspects- professional errors and omissions liability, protection from injury or damage claims and general third party liability.
$125/month is worth it to not have someone have the ability to sue your pants off. Especially in cases of selling something like those clone DNA30 chips that were lighting mods/batteries on fire last year. People are idiots and will try to blame you for their mistakes. Yes, we're less sue happy in the Great White North compared to the states, but it can happen
Just because you're not making the juice yourself doesn't mean that you're not liable.
If you want to stay on the safe side, only sell juices up to 4mg. Anything over that is considered a drug requiring a prescription.
