Q 1: I was thinking of stockpiling some nicotine juice (100mg in a 1 litre amber bottle) and I was wondering how long it can sit on a shelf for, or in the fridge, before it goes bad.
2nd Q: I bought 100ml bottles of juices from Yaeliq and it does seem like its going to take me a while to work my way thru them. Can it over-steep and go bad or ??
I have them stored in a draw which is slightly below room temp but nothing super cold, and they are out of light.

nicotine in PG has a RETEST date of 1 year from first dilution. this is 1 year from when the concentrated powdered nic was first mixed into the PG in a lab.
retest means there is nothing wrong with it, but it should be tested to see if it has gotten weaker.
it doesn't really go bad, as much as the nic oxidizes and becomes less potent over time.
the freezer will help slow down the oxidation process and make it last longer.

According to the CDC, when working with the highest potency nicotine:
LEVEL A: (RED ZONE): Select when the greatest level of skin, respiratory, and eye protection is required. This is the maximum protection for workers in danger of exposure to unknown chemical hazards or levels above the IDLH or greater than the AEGL-2.
A NIOSH-certified CBRN full-face-piece SCBA operated in a pressure-demand mode or a pressure-demand supplied air hose respirator with an auxiliary escape bottle.
- A Totally-Encapsulating Chemical Protective (TECP) suit that provides protection against CBRN agents.
- Chemical-resistant gloves (outer).
- Chemical-resistant gloves (inner).
- Chemical-resistant boots with a steel toe and shank.
- Coveralls, long underwear, and a hard hat worn under the TECP suit are optional items.
Because: At 68°F (20°C) evaporation of nicotine can quickly cause hazardous air conditions in small enclosed spaces. Nicotine readily absorbs moisture from the air (hygroscopic).
this means that if powder nic touches your skin, it will instantly absorb the water (Sweat, humidity) on you and then will be absorbed into you. Thus killing you if it hasn't killed you from inhaling the evaporated nicotine.
it really requires just about an iso-6 type lab (Cleanroom) to work with it.

Risky question - can nicotine be purchased in powered form, and does it have an expiration date?
no risky questions, only risky answers.
i don't think you want to purchase it. skin contact would kill you. it requires a fume hood, and basically a hazmat suit to handle it.
i have heard that 1000mg/ml is something you can get, but again needs a hazmat suit to work with it as breathing in the fumes are toxic at that level. pretty much anything above 100mg/ml should be avoided unless you are running a professional lab (And if you were, you wouldn't be asking this question).

I think the general rule of thumb for juice expiration is a year after its made. Not sure about the shelf life of nicotine though.
Put the nic in the freezer, should last well over a year in there. Buy 500ml bottle and break that down into 100 or even 50 ml bottles and use a bottle at a time/
It is good to split it up in a bunch of small bottles. That way you can only take what you need, and not have to keep opening a big bottle all the time.
If you do that, stick with the amber bottles, with good caps, polycone or teflon lined.
Obviously, that stuff is dangerous, so make sure kids and pets can't get to it. I put poison labels on mine just in case.
It tastes awful/burn-y and makes your tounge feel like shit eventually. In my case it took less than a year.
Store it in the freezer if you can. I've still got 100ml of 50mg/ml to work through and it's killing me and I'm probably going to end up buying fresh nic just to dilute the awfulness away. Wish I could afford to trash it.
