I am not a woodworker and so kind of went off of the other racks i have seen here. Is your concern that weight might be an issue?

How much would you sell something like this for? I dont need the holes drilled as I have many 4 oz bottles (like 40)

I would hate to promise to make you one and not deliver i am just really busy at the moment. It really didn't cost much to build one sanding takes a little time but other than that you should try to put one together yourself.

You could add small holes besides each bottle, to hold syringes for every flavor

I really wished i had planned this in the original design. I screwed them together so i am planning on pulling the apart and adding syringe holes.
