All joking aside that is industrial grade which is very likely to also contain ethylene glycol. That is the bad stuff.

Some fermenters to keep cold and a glycol chiller to get it down to temp. Probably some temperature probes, solenoid valves, a controller, and piping that is insulated.

What if I just dump some cigarette butts in for a few days and then pour the mixture over hot sauna stones?

It's fine to use. Place the stones over the butts,then add INH PG. Make sure the temperature does not get above 250 and wear protective clothing and eyewear.
